  1. Bring honey, water, and brown sugar in a small saucepan to a boil. Stir in ground cinnamon, ginger, and cloves. Add butter and salt and stir till butter is melted and well combined. Remove from heat and allow mixture to cool to room temperature.
  2. Combine all-purpose flour and baking soda in a large bowl. Pour cooled mixture in flour. Mix with a spatula and then knead into a soft dough. Wrap in plastic and chill in the refrigerator for 30 minutes.
  3. Roll out dough on a lightly floured surface to about ¼ inch thick. Cut out shapes with cookie cutters.
  4. Place on baking sheet and bake in a 375°F (190°C) oven for 12 to 14 minutes. Remove and allow cookies to cool on baking sheet for 10 minutes. Transfer to wire rack to cool completely before decorating.
