In a medium size mixing bowl combine flour, baking powder, baking soda, salt, and spices.
In a large bowl, beat egg, oil, and brown sugar. Blend in sour cream, milk, and pumpkin puree. Add dry ingredients to pumpkin mixture. Stir until well combined.
Fold in pumpkin seeds.
Pour batter into prepared pan and bake in a 350°F (180°C) oven for 60 to 65 minutes or until a wooden toothpick inserted near the center comes out clean.
Cool in pan for 10 minutes, remove and allow to cool completely on a wire rack.
